CALL FOR PROPOSALS TO
DEVELOP AND MAINTAIN PROGRAM WEBSITE.
Introduction
The purpose of this Call For Proposals (CFP) is to
solicit from Consultants proposals on a fixed price basis to develop and
maintain a Program website which will be designed to inform Civil Society
Organizations, Community Based Organizations, Faith Based Institutions,
Non-State Actors and the general public about USAID Uganda Supporting Access to
Justice, Fostering Equity and Peace (SAFE) grants programs, capacity building
and technical assistance activities. The website will support Communications
and Awareness activities envisaged under the USAID (SAFE )
Program. The website to be developed will
target both sophisticated and unsophisticated users and will be viewable by all
via the internet.

Website Design Requirements:

The website will be implemented in
HTML, AJAX and PHP. Interface will be light and user friendly with flash
animations.
·
A Content Management System should
be designed in a user friendly way so that staff can update the website
themselves.
·
The website will be fully
interactive with feedback forms and cross-browser support.
·
The
website will have hyperlinks.
·
The
application should be supported by all browser types (Mozilla, Internet
Explorer, Safari, Chrome, etc...) and available on all platforms.
·
The
website Administrator should have the ability to change the font size of the
website, add images and captions, and to easily update text and links.
·
The
website should have animated elements and provision for aesthetics such as the
past events, pictures, and Save-the-Date postcards for upcoming events.
·
The
site will require tools to manage content/information. Program staff should be
able to add content such as press releases, quarterly reports and others.
·
The
individuals/firms will have to abide by USAID/SAFE identity guidelines for the
main parts of the website.
·
The
site should contain the organization overview, list of partners, USAID/SAFE Staff, list of members on the USAID/SAFE Advisory
Committee, a password-protected “members only” section, a “Sign-up to receive USAID/SAFE
e-newsletter” or “to be on distribution list” section space for event
promotion, space for event reporting and
for publication promotions.

The website should be
designed and developed within 30 days, from the date the contract is awarded.
Website Maintenance
The successful bidder will update the website at least once per quarter or as needed, and will include the cost for maintenance of the website separately in the proposal.
The successful bidder will also provide
training to USAID/SAFE staff on how to use the site. Maintenance and Training
cost should be included separately in the proposal.

Website
The proposals will be
examined and evaluated by the SAFE Program team. All proposals submitted will
be assessed according to the following steps and criteria. The evaluation grid
is also attached.
Rationale
Any comments on the CFP of the importance for the successful
execution of the website thus demonstrating the degree of understanding of Information
Technology and the assignment will be an added advantage. An explanation of the
likely risks and assumptions that could affect the execution of the assignment
will also be greatly valued.
Strategy
An outline of the approach proposed to implement the
assignment. A list of the proposed activities considered to be necessary to
achieve the objectives of the assignment. The related inputs and outputs. A
description of the support facilities (back-stopping) that the consultant will
require from the Program during the execution of the contract.
Timetable of activities
The timing, sequence and duration for developing the website and a
timetable for maintenance of the website. The identification and timing of
major milestones in execution of the assignment. The expected number of working
days required during the period of execution of the contract not exceeding 30
days.
Consultant

The
successful bidder will possess the academic qualifications and experience
necessary to successfully execute the assignment. Additionally, the consultant will:

Have at least three 3 years of
experience in internet website development.
·
Shall discuss at least three (3)
websites that they have developed in addition to the clients’ name and contact
information.
·
Will have good knowledge of USAID
graphic standards.
·
Will be ready to provide proof of
registration.
Consultant should provide a
detailed cost budget setting forth all associated costs to the assignment. Maintenance and training costs should be included
separately.
