ORGANISATION BACKGROUND:

The IRC began working in Uganda in 1998 in response to the devastation wrought by rebel group the Lord’s Resistance Army in the north of the country. Today, the IRC is helping tens of thousands of people displaced by violence to return home and rebuild their communities, following a cease-fire agreement. In Karamoja, the IRC works in conflict affected communities to promote peace and improve access to services with a particular focus on the needs for women and children. The IRC works in the following districts in Uganda: Kitgum, Lamwo, Alebtong, Kotido, Moroto, Napak, Nakapiripirit and Amudat.
The IRC is actively seeking a dynamic individual to fill the following positions:
TITLE: Senior Agriculture Officer
LOCATION: Kitgum
REPORTS TO: Economic Recovery and Development (ERD) Manager
DURATION: One year renewable
JOB PURPOSE:
The Senior Agriculture Officer will ensure quality and scalable impact of the agriculture component of the Sida-funded PEEP project. This position is also the focal point for the design and regular review of all agriculture interventions within the project.
Specific Responsibilities Ensure accurate scheduling of agriculture activities in monthly and annual work plans. Develop a suitable strategy for agriculture project implementation and revise existing agriculture training modules to align with the sector strategy. Develop guidelines for demonstration plots as part of training modules and adapt suitable guidelines for farmer group institutional development and collective marketing. Train staff in and monitor the utilization of all agriculture training modules. Participate in developing monitoring tools to collect data on project progress. Ensure team conducts seasonal crop performance monitoring and produce report. Take lead in writing programme reports at field level and ensure these reports are evidence-based and analytical in approach Take the lead in all agriculture extension training evaluations and reporting. Conduct timely performance monitoring evaluations, develop and execute on-job coaching plans for each of the direct reporting officers. Establish and maintain good working relationships with national and regional agriculture research centers and input providers.
Requirements University Degree in Agricultural sciences; specialized training in the farmer field school approach, value chain development, farming as a business and collective marketing is an added advantage; S/he should possess at least three years field experience in implementing farmer field schools in conflict and post conflict environments such as northern Uganda; Excellent networking and liaison skills; Able to travel to potentially insecure areas within the constraints of IRC’s security policies;
Good interpersonal and team building skills; Excellent and demonstrated oral and written communication skills; Excellent computer skills (MS Word, Excel, PowerPoint).
TITLE: Monitoring and Evaluation Officer [Re-Advertised]
LOCATION: Kitgum
REPORTS TO: Economic Recovery and Development (ERD) Manager
DURATION: One year renewable
Job Purpose:
The Monitoring and Evaluation (M&E) Officer is responsible for ensuring compliance with established M&E systems. S/he is also responsible for data collection, verification, coding, entry in the database, managing the database and proper filing of the hard copies.
Specific Responsibilities: Contribute to the development or review of M&E tools, Participate in organizing special missions to the project including donors, senior management, and technical advisor visits, Maintain a folder comprised of a full set of M&E tools in ERD office for easy access by Project Officers, Mentor Project Officers on using the M&E tools to systematically collect required data during implementation, Verify accuracy and validity of M&E data submitted by Project Officers before entering into the database, Complete data entry for the monthly implementation by last day of the month & generate monthly M&E reports, Maintain updated, accurately coded and properly named folders in ERD office in compliance with grant agreement, Visit project sites every month with Project Officers to verify accuracy of field reports submitted, Conduct monthly indicator progress review meetings with ERD teams and advise teams on how to keep track, Play a key role in organizing project M&E events including end of project evaluation, Play a key role in generating donor reports at field level ensuring the accuracy and validity of information provided, Ensure that meaningful photos are taken, stored in ERD album and shared via ERD reports, newsletters, and notice boards, Maintain a speaking wall in ERD office including project targets1, performance summary, photos, and donor visibility,
Minimum Requirements :
University degree or diploma in information management; Strong computer skills especially in MS excel and access database, able to work with SPSS, SP info and Ms projects; specialized training in database management, M&E, record keeping and computer skills is added advantage; Two years experience in similar position with a reputable organization is a merit;
Skills and Abilities:
Excellent communication and writing skills, keen attention to details; ability to plan ahead yet accommodate unexpected tasks; flexible and easily adaptable to changing programming environments.
