ACTED (Agency for Technical Cooperation and Development)
is a non-governmental organization created in 1993. Independent, private and
not-for-profit, ACTED respects a strict political and religious impartiality
and operates according to non-discrimination and transparency principles.
ACTED’s vocation is to support vulnerable populations worldwide and to
accompany them in the construction of a better future. The programmes
implemented by ACTED in Africa, Asia, Middle East and Latin America/Caribbean,
aim at addressing the needs of the populations affected by wars, natural
catastrophes and/or economical and social crises. ACTED
has been present in Uganda since 2007, and currently implements its
interventions in Gulu, Amuru and Oyam (Acholi and Lango regions) as well as in
Nakapiripirit (Karamoja region) where the organization works on a cross-border
basis with North Pokot District of Kenya.

2. Duty Station: Nakapiripirit
3. Duties and Responsibilities
1.
Represent
ACTED in communities of intervention
§ Ensure communities are
well sensitized on Natural Resources Management related aspects and activities.
§ Together with other
departments ensure that the identification and validation of beneficiaries is
correctly done to avoid/mitigate disputes.
§ Support the Program
Managers in giving updates to the district and sub-counties as may be required.
§ To address field
related challenges as they may arise, and always communicate to the supervisor
for back-stopping
2.
Planning
and Follow-Through
§ Coordinate with all
ACTED departments (logistics, finance, and infrastructure) to ensure the smooth
and effective running of programs.
§ On a monthly basis
support the Program Managers in developing detailed activities budget so as to
maintain an updated Budget Follow-Up (BFU)
§ To develop activity
plans on weekly, monthly and quarterly basis, so as logistics can be
communicate the movement plans
§ Coordinate with
district officials especially the District Disaster Technical Committees and
Natural Resources and Environment Officers on projects activities
3.
Implementation
of activities
§ Supervise and conduct
trainings at community level and provide technical back-stopping on issues of
natural resources management and climate change.
§ Support other officers
especially the APFs and CMDRR specialist in implementing basic principles and
practices related to of CMDRR, agro-pastoralism, VSLA/VICOBA, and a variety of
other technical areas such as APFS when required.
§ To ensure that the
community mobilisers and based facilitators have clearly understood the
participatory rangeland management process so as to smoothly use it to guide
the beneficiaries in developing CBDMPs.
§ Support the CMDRR
specialist in the signing of Resources Sharing Agreement (RSA) amongst
communities in the projects’ operation area.
§ Liaise with districts
and other development agencies in Monitoring all projects’ activities relating
to rangeland management.
4.
Report
activities and community interactions on a regular basis
§ To document, manage
and contribute to writing technical briefs about APFS, and CMDRR highlighting
the good practices, lessons learnt, challenges, and success stories
§ Coordinate and
document field reports; including donor reports, monthly reports and weekly
situation reports and submit them to the Head of Programs.
Education Level and other qualifications/skills:
§ Bachelor's degree
in physical or biological science; Basic knowledge of the theory and principles
of environmental protection, control, and measurement;
§ Working knowledge
of Natural resource management including cross boarder resource management is
mandatory;
§ Writing clear and
concise investigative, technical, or narrative reports;
§ Ability to work
independently minus close supervision;
§ Working in a hard
to reach area like Karamoja and North Pokot is an added advantage;
§ Ability to work
with a multi-cultural team
§ Language of
Ngakarimojong and Pokot is a MUST.
Job
Title. Community Mobilizer
Duty
station: Nakapiripirit
Terms of Reference
·
Together with infrastructure
ensure the correct and timely implementation of the project activities
·
Drawing up of training schedules and weekly
planning.
·
Ensure communities are well mobilized and
aware of project and its activities such as tree planting, Cash for Work (CfW),
road works and manyatta gardens establishment.
·
With support from infrastructure and
agronomist and sub-county officials, guide the communities appropriately in the
selection of sites for project activities especially manyatta gardens, tree
planting sites and road works.
·
Always endeavor to report land conflicts and
or any issues, which would otherwise jeopardize the activities implementation
especially roads
·
Document and manage all the field documents
based on activities implementation
·
Sensitize and ensure communities agree to the
task-rate based approach of working, and how it is to relay in up-scaling their
saving culture through Village Savings and Loan Associations.
·
Ensure that, beneficiaries participating in
the Cash for Work (CfW) are rightfully and timely identified and or validated
as conformed to the criteria of poverty-stricken households; as well as
comparing with NUSAF2 list of beneficiaries to minimize incidences of using
same beneficiaries
·
Ensure to highlight to the community the
economic viability of the enterprises under production for example beans,
maize, horticulture, etc
·
Reporting on the project activities in a
timely manner as required.
·
Documenting all centers of interest or
success stories, challenges, and good practices in regards to the project
implementation.
·
Ensure beneficiaries mobilization is
thoroughly done well at a time for cash transfers.
·
Carry out the training of farmer group
members on tree planting aspects, agronomic practices, post-harvest handling,
task-rates approach, and Village Savings and Loans Association (VSLA and ensure
weekly monitoring of the VSLA activities.
·
Also ensure the communities are using the
drought bulletins information/messages that would facilitate their decision
making skills in terms of agriculture and other related livelihood options.
·
Carry out any other duty/work deemed relevant
to the project.
Education
Level and other qualifications/skills:
1. A
minimum diploma in Agriculture, Forestry, Agroforestry, Apiculture, Community
Forestry, and Organic Agriculture.
2. A
minimum of 2 years working experience in agriculture and forestry related
projects/activities; experience with INGOs is a plus
3. Knowledge
in Village Savings and Loan Associations (VSLA) and Cash for Work (CfW) are
paramount.
4. Proven
and good skills in community mobilization.
5. Be
good in spoken and written English; Ngakarimojong/Pokot Speakers are preferred
6. MUST
possess a valid riding permit (Class A/motorcycle).
7. Good
inter-personal skill and behavior is an asset working with a multi-cultural
team.
8. Willing
to travel extensively in hard-to-reach areas and mixing with the pastoral
community of Nakapiripirit and Amudat district
9. A
personality with a multidisciplinary character is vital.
